What do power outages, poisoned water supply and hospital system hacks have in common? They can all happen due to a cyber attack.


The real world impacts of cyber attacks and other new technologies of warfare can be devastating. In recent years we've witnessed how they've exposed the vulnerability of essential services. Yet, while such technologies have the potential to cause catastrophe, they may also be able to help protect people during conflicts.


New humanitarian and legal challenges have been raised by the increasing use and knowledge of AI, cyber attacks, armed drones, robots and more. Join the AIIA ACT Branch as we hear from the ICRC Regional Director for Asia and the Pacific, Christine Cipolla. Ms Cipolla will speak about contemporary technological developments in warfare and the issues they raise for humanitarian law and action.


This is a hybrid in-person and online event. Please join us for in-person drinks and nibbles from 5:30pm.

    Since June 2019, Christine Cipolla has been the ICRC’s Regional Director for Asia-Pacific. Prior to assuming her new post, Christine Cipolla served as the ICRC’s Head of Delegation (HoD) in Kinshasa, in the Democratic Republic of the Congo (DRC), from 2016- 2019.

    Ms Cipolla previously served as HoD in Dhaka, Bangladesh (2013-2016) and as Deputy Head of Operations in South Asia, in Geneva. Ms Cipolla joined the ICRC in 2005 and undertook a number of field missions (in Ethiopia, Myanmar, Uganda, Sri Lanka and Iraq), first as a Protection delegate, then as Head of Sub-Delegation.

    Before joining the ICRC, Ms Cipolla worked with Doctors Without Borders (MSF) in Bunia, DRC and with the United Nations High Commissioner for Refugees (UNHCR) in Gao, Mali. Ms Cipolla holds a Bachelor’s degree in Law.
